The Bloodrager and their bloodbag Ability boosts: STR+4, DEX+1, CON+2, CHA+2
At level 5: STR, CON, CHA, free
At level
Weapons: this is a crit-fisher build that's constantly action-starved. So don't bother with shields as you won't have the time to raise them; maneuvers are also going to be rare for the same reason. You want a piercing or slashing two-hander with traits among Reach (eases up action economy A LOT), Fatal, Deadly, and/or good critical specialization effects (hammers, flails, picks are always best).
Ancestry/background: any that plays nice with the ability boosts.
If you want to go uber-munchkin, you could get Leshy with Grasping Reach with a greatpick for a d8 Reach Fatal d12 pick. There are probably other good combos that I didn't spot.
If you really insist of wanting a free hand, Tengu with a Falcata is a great choice particularly considering that you'll do a lot of electricity damage which is a great thematic fit for the ancestry.
Feats:
  1. Sudden charge (helps with action economy)
  2. Bloodrager Dedication (arcane)
  3. Toughness (you're the most glass cannon a barbarian will ever be; read below)
  4. Rising Blood Magic
  5. Siphon Magic
  6. Bespell Strikes. Reactive Strike is an obvious (but more generic) alternative particularly if you're wielding a hammer or flail. You can also consider a second dedication that doesn't rely on Concentrate, like Blessed One.
  7. Hematocritical
  8. Surging Blood Magic
Spells:
(cantrips) Electric Arc, Gouging Claw; (1) Sure Strike, (2) Mirror Image or Enlarge, (3) Haste
  • At level 6, you can regain Sure Strike multiple times a day with Siphon Magic.
  • At level 8, you can regain Sure Strike _and_ Mirror Image/Enlarge.
  • At level 12, you can also regain Haste.
Equipment: standard crit-fisher stuff. Phantasmal Doorknob is a must. Note however that, like any other barbarian, and unlike any other gish builds, you can't cast from spellhearts or from any other object with the Cast a Spell or Concentrate trait while raging. This means no jolt coil to get an extra 1d4 electricity to your strikes. It also notably rules out the Shadow Signet.
Oh, and a non-magical dagger for your bloodbag (read below).
Action economy
You are going to buff yourself at the beginning of a fight with haste and/or mirror image and then start spamming
  • Sudden Charge -> Harvest Blood (awesome opening round vs. a piercing/bludgeoning boss after you gain Raging Resistance at level 9)
  • Electric Arc -> Bespell Strikes -> Strike
  • Strike (hit) -> Harvest Blood -> Strike
  • Strike (hit) -> Harvest Blood -> Siphon Magic
  • Strike (crit) -> Hematocritical -> Electric Arc
  • Sure Strike -> Bespell Strikes -> Strike -> Harvest Blood
Unlike other barbarians, and much like other gishes, you get great benefit from Haste particularly considering that Harvest Blood can be done after the bonus basic strike:
  • Electric Arc -> Bespell Strikes -> Strike -> Strike (-5)
  • Electric Arc -> Bespell Strikes -> Strike -> Harvest Blood
  • Gounging Claw -> Bespell Strikes -> Strike (-5) -> Harvest Blood
  • Strike (crit) -> Hematocritical -> Electric Arc -> Bespell Strikes -> Strike (-5)
  • Stride -> Strike (crit) -> Hematocritical -> Electric Arc
  • Sudden Charge -> Harvest Blood -> Strike
  • Sure Strike -> Bespell Strikes -> Strike -> Harvest Blood -> Strike (-5)
And the nova option, that will give you two stacks of drained in a single round:
  • Sure Strike -> Bespell Strikes -> Strike (crit) -> Hematocritical -> Electric Arc
Note that Hematocritical and Harvest Blood are mutually exclusive.
The bloodbag

As you will frequently find yourself in the situation where Harvest Blood only reduces your drained condition (the temp HPs don't scale at higher levels so they quickly become negligible) and you can't max out your CON due to needing a high CHA too, you'll choose to keep accumulating Drained instead and not to use Harvest Blood until really useful, this means (1) cycling your spells with Siphon Magic and (2) at level 9, getting resistance to all damage from a boss. Other than that, you'll end up accumulating the drained condition quite a bit.
And here comes the blood bag. Harvest Blood doesn't need to be in combat. You should stab a party member or minion repeatedly after combat with your 1d4 dagger until you've healed your Drained condition all the way back to zero. A wand of Summon (animal, fey, whatever as long as it bleeds) rank 1 is an effective way to do that without harming friends.
This leads to some interesting friendly fire tactics. Stab the party wizard between combats to get resistance against their AoE spells.
Note that being able to pull the same trick with Siphon Magic heavily depends on how lenient your GM is, because it has the Rage trait and Rage stops when "the encounter ends". While Rage lacks the verbiage about non-trivial encounters that other classes have, many GMs will rule that you can't rage while you're sparring with a party member.
