So I live in a traditional triple decker that has two comment hallways, one in the front for the main entrance and one in the back as a fire escape and access to the laundry room and basement. Recently two of the smoke alarms started chirping in the back hallway and need batteries. Most of the ceilings are 9ft and need a step ladder to be reached which none of us tenants own or have access to or even to be able to store a step ladder.
The current property management company is saying the tenants are responsible for the batteries in these however. I know within my unit yes but in the common areas that's always been handled by the previous property management companies.
Can anyone confirm for me that the common area ones should be handled by the property management company?

Unsure if this is the right subreddit but here’s my issue, my dad has this beautiful 1989 mustang convertible that I’ve wanted since I was young, it’s been sitting in the garage for the last 15 years. I ended up bringing it up yesterday during thanksgiving dinner and he proceeded to tell me that there was a lien on the car and 25000 was owed to the irs for him to be able to sell/ transfer the title, is there any loophole or alternative that I would be able to acquire the car in my own name?
Also apologies if anything I said was inaccurate, taxes are not exactly something I am good with lol
