Hey all just hoping to get some advice on a VITEM IV visa if anyone has any experience.
So I was issued my VITEM IV visa at the consulate in Houston, TX in December 2023, officially, this stamp has an expiration of December 2024, but I was told that I could continue to apply for renewal in Brazil for as long as I stayed (i assume within reason). They told me I had to go to to the Federal Police in Cuiaba within 30 days of arriving to apply for an RNM. I did this and finally received my RNM card in August 2024. Unfortunately my card was already expiring in Jan 2025, so I went back to PF in October before I left to go back to the US for the holidays to reapply for a new card, which is what I was told the process was. The lady working the desk at the PF seemed pretty helpful, she said it was too early to apply now, but once the expiration was 30 days away to go to this website (Substituir Carteira de RNM: www.gov.bpt-bservicos/obter-carteira-de-registrio-nacional-migratorio) and apply for my renewal. She said to do this at home in December and just print the paper out and bring it to customs upon arrival and then come back to the PF when I was back in Cuiaba. She also assured me that if the card expired before I came back, that it was fine, I just needed the printed out application.
So I do this, and my first tip should have been the immigration officer at GRU walking back and forth for 30 minutes trying to get information. Eventually she came back and said "ok you just need to go to the PF in your city within 9 days."
So yesterday I went to the PF and the guy at the desk said that I couldn't do this because the card was expired? He said something about me needing to schedule an appointment and go through the whole process again and to go here: www.gov.bpt-bservicios/obter-autorizacao-de-residencia-e-carteira-de-registro-migratorio. He insisted that I needed an appointment, but I had never had to make one before? I actually had tried, last January but the website never worked and I just went in and they did it. It's all fine, I'm just confused.
So it sounds like he is saying that I need to redo the whole RNM card process. But the first time i did that, I knew I had to bring my birth certificate and all of my other documents. I don't have those in Brazil anymore. Also the visa in my passporte expired on December 10th 2024, so how does this all work?
FYI the VITEM IV is technically a student or intern visa, but i qualify for it as a Postdoctoral scientist who is getting paid by my US institution. I am working at UFMT and have a visiting scientist appointment there. UFMT doesn't know how to deal with me, as i guess they don't get many exchange students or visitors, its pretty small for a federal university. Most of what I have learned about the process is reading the instructions online for USP and UFMG exchange students, my predecessor at my job, and the nice workers at the PF who have to put up with my bad Portuguese.
Any help appreciated! 🙏

So i wasnt able to do the exam right now because i assumed that it would start at 8am local time, not philippine time.
it's currently past 8am in my timezone and I found out that the test was supposed to happen 4 hours prior so that's how ik I missed it.
Based on recent posts i heard that they would send out google forms for rescheduling so do u think it's possible for me to reschedule?
(i don't live in the philippines but I am filipino)
