This is a matter of elision, the removal of words that are predictable, done to speed up our communications. Here is your intended thought with progressive elisions: You can use this, if you want to use it. You can use this, if you want to. You can use this, if you want. You can use this, if wanted. "Could you", on the other hand, implies that the action can be completed under some circumstances by the person. The usage of can you is idiomatic, and hence, is more popular used phrase of the two. Using either of them doesn't make them sound "over-polite". It's just that using could you is unusual with the modern day languages. Can deals with actual, literal ability to perform an action. When you ask if someone can explain something, you are literally asking whether they are capable of explaining it. Edit: It is important to note that, as @J.R. has pointed out, this is by no means the only use (or even the most common use) of the word can or the phrase can you .... How I can. I'm answering that way. When asking a question, the pronouns should be followed by an (auxiliary) verb. So, the structure in general is - What/How/Which etc. + verb + pronoun. A simple example is - What can you do for me? If you reverse the order, the phrase remains a sentence and not a question. What you can do for me is unknown. If you say the cat might/may/could be dead you are not 100% certain. If you say the cat can be dead it is a possibility, but you don't know if it actually true or not. If you say the cat must be dead then you are voicing a conclusion, but again you don't know if it true or not. Viewing modality as a matter formality is simplistic. Here, where you are using Skype by itself, "on" sounds more natural, because Skype is a platform. But Skype is also a method for contacting someone. For example, if you used it in a list of other methods for contacting you, you'd want to use "by," as in, "You can contact me by phone, email, or Skype." As a declarative statement, you would say: You know what it is. Making this into a question requires that you add the auxiliary verb do in front of the subject. That's all you need to do to turn this statement into a question. You don't need to do anything to the object of know. As you mentioned, you can use in for getting inside a vehicle (e.g., get in the van), and you can use on for getting atop a vehicle (e.g. get on the bike). The one exception to this seems to be when you use on as a shortened form of on board, hence: get on the train, get on the plane, get on the bus, get on the ship. literally you are asking if the person knows the way to the station and can tell you. As a question it is implied that you are hoping for the answer, but permission or whether the person wishes to answer is not addressed. Both are fine grammatically, but it appears that you are aiming for a relatively formal setting in which case "Could" is slightly more formal-sounding. Neither would be incorrect, however. "Could" also implies more of a polite request which may be refused, rather than a polite order, although this is a soft implication and does not make "Can" rude.

I have a Victorian built in 1903 and one of the reasons I bought it was the majority of the wood was never painted. I live on the second floor and use a back room as my office. But the room is very dim. I'm going to paint it a lighter color and repaint the ceiling for some reflection, but the wood is still lending to the dimness of it. While the rest of the house is oak, the office is heart pine (I think) trim and molding. It's not in great condition. Is it stupid to paint it to help brighten up the room?
I do not want to strip and re-stain. Thanks!

Trying to purchase a bob duallie stroller used off marketplace. I don't need to drive around with it often but I'd need to be able to drive it home at least this one time. Does anyone know if I could fit a bob duallie stroller in my trunk even if it meant taking the wheels off? I don't want to purchase it and then try shoving it in just to not be able to drive it home. All the marketplace listing's are significantly far out but I am going to that area for a medical appointment so it's not really feasible to drive with the trunk cracked and bungee it down for the drive.
