CPU Throttling. What now?!

Hi, I would like know how to fix the processor isn't currently supported for Windows 11 (Intel Core i3-7100 CPU @ 3.90GHz) but I have the exact processor with 3.91GHz. Since today (5 October 2021) is Windows 11 official release, and I really wanted to install that but I only have one problem which is the processor while I have the exact ... -Attempted to boot PC in safe mode, CPU Usage normal-Went into System Configuration, Services, Hide all Microsoft Services and Apply, 100% Usage problem still persists-sfc /scannow . Microsoft Windows 10 Pro (1909) 10.0.18363 Build 18363. Intel(R) Core(TM) i5-2500 CPU @ 3.30Ghz, 4 Cores. American Megatrends, 2010 <----- Might be an issue ... I have a very weird thing on my desktop running Windows 10. In the top right hand corner of the screen a black box has appeared, showing FPS (N/A), Frame time (N/A), 99th%FPS (N/A), GPU UTIL (0%), GPU PWR (3W), GPU TEMP (40 degC), CPU UTIL (9%). This started two days ago. I have tried restarting my PC but it hasn't fixed it. I've checked Task Manager. My CPU is at less than 10% and my RAM at 59% with apps open. Hard disk doesn't show a lot of activity. I've looked at processes and don't see anything that's consuming a lot of resources. Nothing obvious is showing up. I've made sure to turn off a lot of apps at start up that were unnecessary. I've also turned off sys ... I am using a Windows 10 Pro edition, 64-bit, version 20H2, OS build 19042.1466, on an HP ENVY 17 laptop, processor Intel(R) Core(TM) i7-10510U CPU @ 1.80GHz 2.30 GHz, 32.0 GB RAM. I became aware of high CPU usage for "Antimalware Service Executable > Microsoft Defender Antivirus Service" (from 40-70% of CPU usage at any given time). (Very) simply put, the XSAVE command allows the CPU to save and restore processor instructions (like AVX, SSE, etc.) that are used by some apps. So, this setting affects how your CPU handles those instructions. It is not just for one set of instructions, but for all of them. Microsoft Windows Search Indexer and Antimalware service executable have 55% CPU utilization which has increased the fan noise and reduced the battery life of my laptop. My laptop fan speed is high even on light workloads because of this. New Logic user, longtime hardware sampler user. With the new MPC’s they have a great feature where you can let a sample play and you can manually press a pad and that sample will add a slice point with each pad press.
Is something like this possible with quick sampler or sampler? I can only see how to auto slice with transients.
