Just bought a property while signed a new lease month prior. (Silly me) gave my landlord 2.5 months advance warning. They informed me of the rule (must pay $650 fee to break lease and deposit is held if no new tenants are found by the time of move out) and began the search. After 4-5 weeks, landlord emailed to inform us that the search is going slow and move out date is fast approaching. They also informed me that if no new tenants are found by move out date, I’ll have to keep paying the rent until the lease is over. When I checked this company’s tenancy rules again, I noticed they just changed the rule regarding breaking leases to reflect what they said in their email. Is it all legal? Is it something they can enforce in court if it ever came to day? Looking for some legal advice.

2024.11.29 05:34 GreyGanks Crime and Tax Evasion expansion?
Just collecting a couple ideas for the upcoming expansions. First, setting the ground for discussion:
As it stands, the closest thing we have to criminality in game is the unrest system, and maybe the occasional event.
Obviously, you don't need to be particularly angry with the country to be convinced to sell [drug] on the side, or to be embezzling a couple million from the government offices (or businesses for that matter). All that needs to happen is 1) a lack of moral and societal (and biological) inhibition towards the criminal action... and that's really it. You can toss on risk factors like being poor or there being a risk/reward consideration to the crimes, but I don't know how many poor people are committing tax evasion, or how many drug addled psychopaths carefully considered the consequences of stabbing someone and stealing their wallet for more opium.
Crime is, obviously, an extremely broad term that covers everything that goes against the law of the land (and the law of The People, when they aren't one and the same), from tax evasion to embezzlement to murder, theft, and so much more. At the same time, Victoria 3 is primarily a "line go up" simulator. Adding a system of equivalent complexity to the entire rest of the game is probably outside of the scope of an expansion.

Some areas of interest that might still be in scope:
Policing.
Criminality.
Organized Crime and Black Markets.
Corruption.

Let's touch on (preferably briefly....) a few of my ideas for the areas of interest, and then I'll pass it to you guys to see what you would want to see in such an expansion.
Policing is currently handled as an institution, and only functions within incorporated states. This... is fine... for centralized policing, but it's also effectively saying that every single state needs the same proportion of police for the same effect. (As San Francisco will show... this is not the case.) It's...fine. But it could be better in the Crime and Tax Evasion expansion.
So, I suggest maybe having police stations be actual buildings. Relatively quick to build - perhaps along the lines of construction sectors. They provide Policing Capacity, and allow for production methods that simulate the current laws. You can only switch from local / private (aristocrats / industrialist) policing in incorporated states, but they don't take administration (because you aren't the one administering stuff). And include tech-locked, or law-locked production methods for oversight, which reduces bad modifiers (like mortality or what have you), in exchange for more administrative overhead.
Required policing capacity is determined primarily by population, similar to taxation capacity, as well as unused agricultural lands (because when there's a lot of places to hide activities...). Organized Crime would also play a role, but more on that later.
Various PMs for the different enforcement styles. No time to get into them. And they should be buildable by private sector, similar to trains.
And urban centers would have a production method called community policing. Provides policing capacity, because people are picking up the slack (or aren't, if the pm is disabled).

Criminality.
Crime's bad, mmm kay? So it should probably have penalties. Tax Collection Efficiency, because stuff's getting taken off the top (willingly or otherwise). Lower output for buildings (again, protection fees have to be paid, or those goods are lost - easily abstracted to output reduction). Radicalism increase (because normally, people are not particularly happy about criminal enterprises).
All of this scaled by policing capacity.
This makes an overly broad generalization that pops will be criminals, to the maximum capacity, so long as they are allowed to be... But is that actually that far off?
I mean, it definitely misses a lot of nuance, like how what's criminal in one country isn't necessarily criminal in another's. In one culture, you're not just socially allowed to, but encouraged, to take slaves (with Dixies, for example), and beat "misbehaving wives," but that's not going to fly everywhere. Cultural friction exists even (or perhaps especially) among multicultural societies.
And missing out on the nuance is going to be missing out on the opportunity when it's literally a main part of an expansion.
So... an alternative method would be that crime attraction would act similar to pop attraction to political parties. In a similar scaling factor to acceptance, cultures and religions would have different criminality scores based on how close it is to the dominant culture / religion, with additional attraction if discriminated, and that criminal attraction would be scaled up or down based on policing capacity fulfilment?
We could call it the "alienation" score, rather than the "criminality" score, as it's ultimately about how well the cultures mesh up to the laws that have been written. (Even without getting into political weeds, I think both sides of the aisle believe that racial discrimination is still a problem, despite being illegal for more than a century.)
Provide additional criminal attraction for job seekers (ie overqualified pops that haven't already found a better, legal job), being below SoL expectations, and radicalism.
…This... does make criminality build on itself, since criminality causes radicalism, and reduces SoL by inhibiting productive capacities... but that makes sense... Crime breeds crime, especially once it becomes *the* way to get ahead. (How does one get out of a crime spiral? I dunno, ask Mexico. Maybe a diplomatic pact for police aid?)
Thusly, rather than having the full population count for policing capacity, it could just be the criminal pops that require policing capacity. The Disorganized Criminals would probably not hold any actual political sway... because they are disorganized. So let's talk about...

Well, so much for being brief.
Organized Crime and Black Markets.
Organized Crime should come in the form of ownership buildings. It's simple and elegant. What's not simple and elegant is how you immediately know when a crime syndicate picks up another opium plantation, or is using a glass workshop as a front for their operations... or how you have control over how they produce that.
And thus why Black Markets must be inherently tied to any (reasonable) implementation of Organized Crime. What I mean by this is that there should be a building list that is not immediately known to the player.
Instead, knowledge of what's happening in the black market of a given state is only conferred based on policing capacity (and certain PMs that specialize therein)
Upsides to the black market: The building capacity is based on criminality. You don't have to build it. The people will act as their own conduits for their exploitation. (Also Criminal HQs can build their own capacity, if they start overflowing too much money.) Black market buildings are also largely exempt from most of the downsides of criminality.
Oh! Every so many thousand workers in the black market generates building-free soldiers that will loyally defend their home... even from you. You cannot move them from the HQ they are "built" in.
Downsides? No taxes. Black market buildings each contribute criminal attraction because they actively hire people to feed the mechanisms of crime. (Again with the criminality spiral... But... it make sense... Definitely will need balancing.) Oh, and while Organized Criminals would be an interest group, each HQ would have its own Movement (using the new cultural movements system). You tick them off, and they will launch a full rebellion.
...Jesus. How does this just keep going on and on...
Let's finish this section up with: So you've found the black market buildings. What can you do?
1) You can nationalize them. This gives the criminal heads money, but this is fine, if you have enough police to keep them from building new black market buildings. (Though that's effectively deleting money.)
2) You can attempt to seize them. This raises radicalism of the HQ. (And the HQ's soldiers always side with them. Duh.)
3) Cooperate - requires laws to be passed to officially tolerate criminals and criminal activity, to different degrees, like the tax laws. In exchange, you get a portion of the proceeds, and Criminal HQs impose substantially less on police capacity (because they aren't being policed as much). But criminal orgs continues to expand even with full police capacity (and they are still less economically efficient than proper buildings). Also, it lets HQs build black market police, which can help...

Corruption!
OK. This one's easy and simple...
Each year, you lose a percentage of your administrative capacity. Literally 1%. This is cumulative. This is a mix of needless bloat, embezzlement, fraud, party favors, lobbying, etc, etc. Who cares, at the end of the day, your administration is less efficient.
But, smart governments (hahaha) can make use of these party favors to... grant favors to parties and make them like the government more. So, every X% of corruption you gain +1 approval from interest groups in government.
You counter it with a new building called: Corruption Investigation Committee (who definitely will never, themselves, become corrupt). They reduce corruption by y% per month.
Yay! Brief! Who knew corruption was so easy!

I have been on ssi and ssdi for about 12 years, they were wrongfully deducting from my mother instead of father despite me giving them the correct information and updating any time they sent papers in the mail.
Because of this they are saying I owe them 40k and have been deducting around $100 a month for 4 months, completely ignoring it’s their fault and they would have paid me more if they were doing it correctly to begin with. I have recently got certified in a career that allows remote and offers health insurance, so basically the only job I can do with my chronic and mental illnesses and pain conditions.
I will let them know as soon as I get a job so I’m not worried about that but will they try to get the 40k by taking it all at once if I get a job how does this work? I sent in the appeal and know if I take them to court I’ll win but if I start working and am able to prove that I am still disabled and just studied hard for a chance at a job I can possibly actually do will my appeal work? They shouldn’t be deducting to begin with. I want a better life but all this stress because their mistakes is just making me want to end it all.
