There is no risk to the suicidal individual because they have nothing to lose. If even 10% of gun suicides killed a corrupt official first then we would have 2600 less corrupt officials, which would be significant if they target the top, most powerful corrupt officials. It would also discourage corruption. This requires barely any effort from the suicidal people and could potentially solve corruption.
