I just had an experience with a seller who's using an obvious shill bidder account.
The seller in question is selling rare, out-of-print books (i.e., not cheap items), a market I'm a specialist in. The highest bid on one item was about as much as I believed the market could bear based on multiple recent sales - I decided to bid $100 higher than the max bid, 20 seconds before auction ended, thinking that surely it'd nab the item. Surprisingly, my outsized bid wasn't high enough and I lost.
Then, not 7 minutes later, I received a "Second Chance" offer. The very quick timing - coupled with the loss despite a disproportionately high bid - was a huge red flag.
I decided to check the bid history and the "Bid History: Bidder Details". It turns out the winning bidder has extremely low, single-digit feedback (unusual in this market - usually it's either zero or a lot), has bid on more than 50 items in the past 30 days, has only bid on any given item once, is nearly always the top bidder - and 100% of his bids were on listings from the seller in question. Using the somewhat-anonymized "Bid History: Bidder Details" page, in conjunction with the unusual single-digit feedback and bid history on currently active listings, I can see that this same bidder is currently the top bidder on nearly all of the given seller's listings (and of the few he's not winning, most feature a single high bid from the bidder nonetheless).
So I offered the seller to pay $5 more than the bid amount before I placed my bid (i.e., what the shill bidder's bid was before I submitted mine). The seller balked, and when I made a glib remark about his shill bidding, he claimed in a message to me that the high bidder cancelled his order. (So, even setting the mountain of other evidence aside, that should put to rest any argument that the bidder has multiple stock available and is simply trying to unload onto multiple buyers with the "Second Chance" offer).
It's clear to me that this seller is systematically using a shill bidder to jack up the price as high as he can get it - and if he overshoots with the shill bidder and is still happy with the second-highest price, he immediately sends over a "Second Chance" offer, thereby artificially inflating the price, subverting the auction process and its "free market" dynamic, and skirting around fees for Reserve Price auctions and higher starting prices. Needless to say, shill bidding is explicitly forbidden by Ebay.
I've looked to see what I should do to report this seller, but Ebay's help page says their automated systems already detect it - clearly not, given how obviously it's being employed here.
Is there any method of pursuing this that will result in actual consequences for the seller?

As I can't get to a gym right now, my current legs routine consists of putting on 20-30kg rucksack and doing
3x25 squats 3x20 lunges 3x25 calf raises
Followed by
3×15 squat jumps (no weight)
x2 per week
Any reccomended exercises to add? Any adjustments to make? I would love to know if I am going about training legs completely the wrong way.
