2025.01.22 14:04 diegosanchez_ FTC protection - Aliexpress didn't deliver to the correct address. Paypal and Aliexpress refused my claims.
Hello
On December 2 2024, I ordered a $336 smartphone from Aliexpress that was paid with Paypal.
To give more context about my situation, I'd like to explain first that I live in Venezuela, and buy products in Aliexpress USA and deliver my packages to Venezuela, trough a broker or "forwarding agent" located in the USA, since the delivery from China to Venezuela will be a lot more expensive, at least 3x.
Continuing with sequence of events, on December 18 2024, I received a notification via email from a company called "UniUni" that the smartphone was delivered to the address of the forwarding agent.
Once I open up the email and I start to see the images of the proof of delivery, I see that the place that they have taken pictures of doesn't looks like the place where the forwarding agent is located. I've contacted the forwarding agent and they confirm to me, that it was not their location and that UniUni in fact didn't deliver to the correct address.
As soon as I know this, I make a complaint to UniUni. They sent first an automated email, saying that I'll be getting a response in three days. Those three days pass, and I get a little bit desperate because I didn't get a response, so I start a refund process in Aliexpress, showing them the pictures of the right place where they should of have delivered (the forwarding agent provided me those) and the wrong place (I took those from the UniUni's "proof of delivery"). They denied this refund saying that "I didn't provide valid official document to prove that I didn't receive the package"
Four days later pass and finally receive from UniUni a Lost Parcel Confirmation (LPC) Letter, which confirms that the Item was not delivered to the correct address. With this, I start an Appeal process with Aliexpress and send the LPC letter. They deny my appeal with the same message: "Since you didn't provide valid official document to prove that you didn't receive the package, we feel sorry that your claim cannot be supported". I make four more appeals with the same evidence, the LPC letter and pictures that prove that the package wasn't delivered to the correct address, the outcome is the same, all denied for the same reason, that I didn't provide valid official documentation, even do I have the LPC letter.
I tell UniUni that Aliexpress was denying my claims, and they've said this:
We sincerely apologize for the inconvenience, but unfortunately, there is nothing further we can do beyond the LPC letter we have already provided. We regret that we are unable to assist you further in this matter.Since Aliexpress was denying the claims and UniUni couldn't do anything else, I go to Paypal to apply for their buyer protection policy. I provide the same evidence, the LPC letter and the pictures of before, but they also deny my claims. With the reason "We have reviewed this transaction(s) and are denying your claim(s). This decision was made because we received shipment tracking from the merchant confirming that the merchandise was delivered". Something which is false, when the package arrived from China to the US, is was handed out to a local delivery company, i.e, Uni Uni, so Aliexpress is responsible for the correct package delivery, because I didn't choose that company to do the last mile delivery.
I've tried to appeal the paypal claims, but, this is what they've said to me:
It is no longer within PayPal's scope to determine the course of action concerning the situation. I truly wish there were further actions we could undertake to support your refund request, but we are required to follow our dispute process for case resolutions. At this point, a decision has been made to close the case in favor of the sellerBrowsing the internet, I have come across with this article https://consumer.ftc.gov/consumer-alerts/2022/12/what-do-if-your-online-order-never-arrives. And see that there is a form to report fraud if I haven't received my package
I don't have a Credit Card, It's impossible for me to open an US bank account because of the sanctions. The money that I had on Paypal I got it from other Paypal accounts for jobs that I did for clients.
I'd like to know, if it is a good idea to report it as fraud in the FTC website https://reportfraud.ftc.gov/. Since this is an US Goverment institution but I'm a citizen from Venezuela and I don't know if I have those rights.
I'm in frustration since December 18th, It took me 6 months to save for the smartphone. To get that kind of money in Venezuela, with the current economic situation of the country, I had to work very hard for it.

I'm using a OnePlus Nord CE4 with OxygenOS 15, and I’ve set the notification badge style to "Number" instead of "Dot." However, I noticed that the number badges are only appearing for some apps, while for others, they don’t show up at all.
Is there a fix for this?

Is anyone in this situation? My doctor prescribed 5mg of methylphenidate to me because I have low energy and motivation, specially doing chores on my home (my house is a mess)
