Partner and I are looking to sell our flat, probably in the new year.
We've had noise issues with a neighbour in the communal garden (police and council were involved).
We're not sure if we have to legally disclose it when it comes to selling? I see in England there's a form where you have to but in Scotland, the Stand Clauses seem to only mention disputes with neighbours over boundaries and land?
We're not sure what to do. Do we have to legally disclose it or if we don't get asked, we don't mention it? If we don't mention it, can the potential new owner sue us for not disclosing it?
We're really worried and would love to get any advice or know if anyone has gone through something similar?

Ok, so this is aimed to be more of a generic question, because I think I misunderstood the GPU/CPU load numbers in gaming. I mainly want to understand the topic better, but there is a specific build in the end.
The way I understood it until now: If one of the components has a (nearly) 100% load, it's working at full capacity, and upgrading the other component won't have any real effect. For example if the GPU load is 100%, and CPU load is let's say 30%, then getting a better CPU should not have any effect, because the GPU can't process any more data. And if CPU load is 100% and GPU load is 30%, then getting a better GPU won't do any good, because the CPU can't "feed it" data faster.
But I recently watched some benchmark videos and found out this may not be true.
For example in this video: https://www.youtube.com/watch?v=OuXdFJ8Nz_c With the Ryzen 7600x, the GPU load is already 100% and the CPU load usually 20-30%. So my take would normally be, that the GPU is already at full capacity, the CPU is slacking, and getting a better CPU won't do anything. However, with the 9800x3d, the FPS and CPU load go up, even though the GPU load is also 100%, or sometimes even drops to 90%.
So what am I missing? Am I interpreting something wrong? What is going on with the GPU load and the FPS? Most importantly, how do I recognize how much leeway does my GPU have?
In my personal build, I have a Ryzen 7600 (non-X) with a 4070ti (the first one, with 12GB VRAM). I was thinking about getting the 9800x3d, but seeing how my GPU is already at 100% load I decided it doesn't make sense. Now, I am pretty sure I would get a boost, but I have no idea how much, and if it's going to be worth it.
If anyone can explain this to me, I would be very grateful.
