They have been a lot of posts here about Trump's executive orders. If this is your first time watching an inauguration -- or, more to the point, your first Trump inauguration -- you might be wondering what these executive orders (EOs) really mean.
As someone who works in an industry that's sometimes affected by them, here are some quick takes.
1. These are not laws
An executive order is not a law. It is the presidential administration's equivalent of a company policy: The president is telling the executive branch -- his appointees and the civil servants who do the actual work work for them -- what policies to implement. An executive order cannot overrule a law or, certainly, the Constitution.
2. If they're not laws, do they matter legally?
Often, yes. That's because Congress often gives the executive branch wide latitude to implement laws by issuing specific regulations. Congress does that because the executive-branch agencies (the departments, bureaus, Federal ____________ Administration, etc.) are supposed to be the subject-matter experts, and Congress is not. But that means the president, through an executive order, can strongly influence what regulations the agencies do, or don't, issue. And because Congress has deferred more and more to the executive branch over the years, the president has accumulated more potential to influence major regulations, from environmental regulations to how the government spends hundreds of billions in grant funds.
3. So can Trump change birthright citizenship?
No. That EO is frivolous, and the people being played are Trump's base. As you may have seen, Trump "ordered" an end to birthright citizenship. Problem is, the Supreme Court has held since 1868 that the Constitution guarantees citizenship to anyone born in the U.S., and there's little chance that even this Supreme Court reverses that. Trump, or at least his staff, knows this.
So why issue the EO? It's a PR stunt to show his base he means business. The courts will block it.
4. Are any other executive orders unenforceable?
Probably. Reportedly, many of the EOs are so vague that it's not obvious what, exactly, the agencies are supposed to do with them.
That's partly because a lot of these EOs are just political signalling devices. Trump wants to show his base, "Damn! Wow! He did it! Day 1, baby!" He (or at least his staff) knows that many of these EOs are unenforceable or will be blocked by the courts, but they want to give some political red meat to the base. Plus, it reduces pressure on Trump to do actual things or legislate; he can say, "Look how much stuff I already signed."
So a lot of this stuff is political theater. But not all of it.
5. I'm hearing that some of the EOs are badly written. Is that true?
I have not read most of the EOs, but from what I've seen and heard, many of the EOs are sloppy. Here's a major example: Trump's "Unleashing American Energy" EO says federal agencies must pause "disbursement" of funds under the Bipartisan Infrastructure Law, which President Biden championed in 2021. The goal was reportedly to stop the "Green New Deal" in its tracks. (The "Green New Deal" was a policy proposal that never got implemented, but Trump pretends it did.) The problem is that, because of how the EO was written, it is arguable that the government can make almost no payments for transportation or infrastructure projects at all until further notice.
What does that mean? First, the Federal Highway Administration has shut down its payment portal. That means states cannot get federal highway funds. This is the opposite of Trump's goal, which is to increase highway funding and cut "green" spending. Second, most payments are for work that the recipients have already completed under federal contracts, meaning they can probably sue if they don't get the money they're owned.
Did Trump's staff intend that outcome when they wrote the EO? Almost certainly not. They just did sloppy work. I'm referring to his legal team as the intorneys.
6. If one of Trump's EOs is unenforceable, does it still matter?
Potentially, yes. Not legally, but culturally. For instance, Trump signed an EO that directs the federal government to de-recognize transgenderism and nonbinaryism. Will that force transgender people to detransition? No. But it could set a tone in the United States where it is more socially acceptable to tell trans people that they're full of it. Recall that President Biden ordered his administration, and its contractors, to emphasize diversity and inclusion. For well over a year, the private sector went along, and much of it still does, in part to placate the administration. Now that Trump has made clear trans = bad, expect much of the private sector (especially Big Tech, which is desperate to placate him) to go along with it. Expect fewer cities and companies to support Pride, and more focus on "traditional" gender identy.
That sort of corporate and governmental focus often trickles down to society generally. So we could see a more conservative mentality toward LGBT issues overall.
But that can backfire. If the president becomes unpopular, his social/cultural agenda often becomes unpopular, too. George W. Bush's anti-gay, anti-abortion agenda lost steam around 2006 as his approval rating plummeted. People associated his evangelical social agenda with Bush personally, and Bush's unpopularity dragged it down. Similarly, Biden's affiliation with DEI and quote-unquote "woke" gender issues probably made those LGBT and minority agendas seem tired, stale, and "cringe."
If Trump becomes unpopular -- and I think he will within 12-18 months -- his Boys Rule, Bitches Drool ethos could become as sad and unpopular as the word "Latinx" is today.
7. Is anything surprising about these EOs?
Yes: They're surprisingly badly written. I expected Trump's team to be preparing these on November 6, if not sooner. And for years, we have heard how the Heritage Foundation and other parts of the administration-in-waiting were prepping a massive, right-wing onslaught the moment Trump took office. There is an onslaught, but is seems... amateur? The fact that Trump's anti-Green New Deal EO actually stopped highway payments makes me suspect that, in fact, his White House may be almost (not quite) as incompetent as last time.
And that's bad news for Trump, because he only has a 1-3-vote margin in the House, and a Supreme Court that is more traditionally conservative (rather than MAGA) than he would like. As much as Trump hates it, he needs his policies to survive legal challenge and be at least moderately popular. Instead, it seems like the B team is running the show, at least for now.
His legal team will get better. Once his people are confirmed at the Justice Department, expect them to go after Democratic states and a few of Trump's "enemies." But, from these initial moves, it's not clear he has much of a plan.

My boyfriend (50m) and me (45f) have been dating on and off for years. Our relationship was toxic from the beginning. About a month ago I found drugs in his coat pocket (meth) to be exact so I did what anyone would do in this situation I kicked him out. We'll we have been texting and calling each other to see if we can work it out and he told me this morning that him smoking is what kept us together because he didn't love me. I swear I laughed so had I almost peed my pants. He always tries to drag me down but to be honest. We were done the day he left but made it official this morning. I don't care it's over since in my head it was over a long time ago. I feel like just testing the waters with someone else now? Is it to soon? What do you think? I'm not broke or damaged I saw the red flags for years but chose to stay. I had my reasons. I wouldn't avoid red flags for anyone else I do actually know my worth so don't come for me šŸ˜‚

A suture came loose this past December in the stabilizer on my left side and has been causing pain when I bend, reach or lift in certain directions. Met with my surgeon today and got my date set! Very excited!
I initially got the bar in when I was 25-26 and I recently turned 30, so Iā€™ve had it in just over 4 years and itā€™s just time for me to get it removed.
Throughout all the pain and concern with the initial surgery, and the lengthy recovery, I look back and Iā€™m glad I did this. I consider myself lucky to have done it and to have had no complications until now.

My elderly mother-in-law is staying with us after evacuating from the fire. Itā€™s hard to get her to eat much because she says sheā€™s not hungry. If I put food in front of her she usually eats something, but itā€™s looking like only 400-800 calories a day.

No matter who you are or where you are from, we can all generally agree on one thing: we love dogs, and we all want what is best for them.
Of 90.5 billion households in the U.S. that own a pet, it is estimated that 34% of those pets come from dog breeders, and 24% come from rescues or animal shelters. Considering more households go to breeders for a puppy than to rescues, we frequently hear ā€œAdopt Donā€™t Shop!ā€ as a way of encouraging more people to buy a dog from a rescue.
The idea behind eliminating breeding and avoiding going to a dog breeder for your next pooch is to eliminate dog overpopulation, which is widely known to cause an overflow in animal rescues across the United States. However, the fastest and most efficient way to help our beloved pets is to disrupt the cycle of relinquishment from the very beginning, rather than temporarily managing the problem through adoption and perpetuating the cycle.
In this article I will address the problems with pet ownership and relinquishment in America, and what we can do as individuals to further nullify the problem, starting at its source.
In America, the concept of dog overpopulation is provided evidence through the statistics of euthanasia in animal rescues. Of 7.6 million pets to enter U.S. animal shelters every year, roughly 2.7 million will be euthanised. 31% of dogs relinquished to animal shelters are euthanised annually. This is in sharp contrast to other countries. For example, Norway is noted repeatedly to not have a stray dog population at allā€” and also notably, Norway only euthanises less than 10% of dogs that enter shelters. In Iceland, it is noted that there is not enough of an unwanted dog population to warrant the need for animal rescues or shelters at all.
The most drastic difference between the United States and Norway and Iceland whenever it comes to dog regulations are spay and neuter laws. In the United States, although not a law in most areas, almost 80% of pets are spayed or neutered. In Norway and Iceland, however, the spaying and neutering of dogs is illegal unless medically necessary. Many other countries have similar regulations for spaying and neutering dogs; in Sweden and Switzerland less than 10% of dogs are altered, and in Germany only 43% are altered. In Sweden, there is only one government-funded animal rescue. In Switzerland, only 13,000 animals entered shelters in 2022, and of those, 2/3 found homes, and this was a decreased rate from the previous year. More than half of these animals were cats. In Germany, the pet overpopulation problem was a little more severe: as of 2024, most of Germanyā€™s animal rescues were overcrowded, with only 18% having capacity after the pandemic in 2020. However, it is still noted that Germany lacks a homeless animal population, and all of their animal rescues are legally no-kill.
In order to address Americaā€™s unique issue with dog overpopulation, we have to consider where dogs originated from and what we, as a nation, want to see with our dogs moving forward.
Dogs were originally domesticated in Europe and East Asia. Some researchers believe dogs were domesticated as recently as 6,000 years ago, while others believe they were domesticated as early as 130,000 thousand years ago. One thing is for certain: from the very beginning, dog breeders have played a vital role in the domestication of dogs and the construction of breed types. Jill Adams Ph.D, a non-fiction author, addressed this in his article from 2008 where he states, ā€œBreeding dogs for particular characteristics, or phenotypes, has been going on for centuries. Dogs are companions and workers in service to humans, and they have thus been bred to accentuate desired traits.ā€ Throughout history, dog breeders have bred for specific and predictable traits in dog breeds. Despite the common claim that a dogā€™s temperament is determined by how they are raised, it has been determined that around 60-70% of a dogā€™s personality is determined by genetic makeup. In fact, several studies have suggested that mix-breed dogs are more temperamental than purebred dogs. A Hungarian study published in 2017 found that mix-breed dogs ā€œwere significantly less calm than the purebred dogs,ā€ and ā€œwere also considerably less sociable toward other dogs,ā€. An article describing the results from the study also states, ā€œThe mixed breed dogs were also more likely to show behavior problems. These include dogs that frequently pull on the leash, jump up on people, don't respond when called, show dominance behaviors and so forth,ā€. Whenever it comes to the animal overpopulation crisis in America, a common solution proposed is to ban the breeding of dogs entirely; however, banning dog breeders would eventually lead to the extinction of safely domesticated and purebred dogs.
Instead, dog overpopulation needs to be addressed directly at the source. In a study from 1995-1996 on a population of 3,676 dogs, only 10.9% of dogs relinquished to animal rescues were originally obtained from a breeder. 22.8% were originally obtained from a shelter, 9.5% were obtained as a stray, and 31.4% were obtained from a friend. In 2002, it was found that 15-20% of dogs relinquished to shelters were obtained by breeders, and more than 20% were obtained by a shelter. In 2015, less than 5% of dogs in shelters were found to be purebred. According to the ASPCA, about 25% of dogs in rescues are purebred. The lack of breederā€™s dogs in animal rescues is likely due to the fact that many breeders will only sell puppies on a return contract: a contract that states the puppy must be returned to them, rather than surrendered to a rescue or shelter, should the owner no longer want the puppy.
In 2018, it was found that some of the population in animal shelters came directly from dog breedersā€” not through relinquishment, but through outright purchase. From 2009-2018, Kim Kavin, author of The Dog Merchants, found that 88 non-profit rescue groups had spent more than $2.68 million purchasing purebred dogs directly from dog breeders at auctions. Some of the groups would pay as high as $1,850 for a single purebred dog. In 2016, it was found that one rescue spent $9,000 purchasing a female dog and her puppies from a breeder. Many of the rescue groups will pay top-dollar for female dogs that are pregnant or with young puppies, leaving behind the older or sickly dogs that are deemed ā€œundesirableā€ by potential adopters. The HSUS had claimed they lose money on dogs bought from breeders; however, their tax returns in 2014 and 2015 proved the substantial profit they had made. Mill Dog Rescue has also been known to purchase directly from breeders, many of which are USDA licensed.
In 2019, Mill Dog Rescue was fined $15,000 for unsafe conditions as well as illegal dog trafficking from breeders. In 2015, the NAIA and Protect The Harvest discovered that the ASPCA was even discussing breeding their rescue dogs to fill demand, with the ASPCA Vice President stating that they intended to become the ā€œsource for puppiesā€. Joyce Briggs, the president of the Alliance For Contraception In Cats And Dogs, even wrote an article claiming that animal rescues must start breeding their dogs. In 2024, she discussed that pit-bull type dogs, the majority of which are in rescues, are difficult to adopt out, and thus there would be a need for rescues to breed purebred dogs. In 2023, animal rescue organisation SPCA Tampa Bay announced a partnership with Pinnacle Pet, a puppy broker, and their dog breeders.
Animal rescue organisations across America have also been found to import hundreds of dogs at a time from foreign countries, leading to new regulations imposed on importing by the CDC. In May of 2015, 8 dogs were imported from Egypt, with 7 of them going to animal rescues. It was later revealed that the dogs had rabies. It is estimated that 1.6 million dogs are imported into the U.S. annually, and the NAIA estimates that 1 million of these dogs are rescues. Some of these imported dogs are bred in foreign countries by large-scale breeders, and then sold directly to animal rescues in America for a profit.
A small amount of dogs in animal rescues are also likely sourced through theft or wrongful raids on breeders. In 2009, the HSUS illegally raided Dan Christensenā€™s home and seized 173 purebred dogs, 28 of which died due to unsafe housing conditions while under their care. In 2022, the HVSPCA was sued after illegally seizing 45 animals from animal sanctuary Noahā€™s Park. In 2021, the HVSPCA had also faced legal consequences after illegally seizing a bulldog from resident Corbett Hoffman and using the bulldog to fundraise for their rescue. In 2017, PETA was filed a lawsuit after stealing a young girlā€™s Chihuahua and euthanising it. In 2005, the SPCA confiscated 98 healthy dogs from another animal rescue facility. The SPCA also seized dozens of high-dollar Arabian horses from the same rescue facility, and then later sold them for a profit.
Kim Kavin has theorised that, rather than a dog overpopulation, America has a dog underpopulation, leading to many rescueā€™s desperate efforts to bring in desirable dogs from breeders and overseas. In fact, many others have theorised the same. America has a demand for 8.3 million dogs a year. According to the ASPCA, there are 3.1 million dogs entering U.S. animal shelters every year. Even if America purchased every single rescue dog in the states, there would still be nearly 4 million dogs needed in order to meet demand. This is not including the dogs that cannot be adopted due to behavioural or medical issues. The ASPCA estimates that 47% of dogs in animal shelters are relinquished due to behavioural problems. In addition, in 2023 it was found that the majority of dogs euthanised in animal rescues annually are euthanised due to behavioural issues.
In 2023, 2.2 million dogs were adopted from animal rescues, and an estimated 2.6 million puppies are purchased from breeders every year. This leaves a demand for 3.5 million dogs, unmet every yearā€” and thus, a dog underpopulation problem.
Purebred and young animals have a high demand in the adoption market, and animal rescues would fail to make any profits without them. In 2023, the president of the non-profit ASPCA made over a million dollars. For reference, the average salary of a dog breeder is just over $40,000 a year. It is not uncommon for animal rescue organisations to face legal action for stealing funds; in 2024, April McLaughlin used her non-profit animal rescue, SNAWL, to illegally solicit over $47,000 in cash profit. In 2023, Evangaline Parish, leader of non-profit animal rescue EPAR, stole money that was donated to help her animals.
Americaā€™s dog problem begins and can only be solved at the source. Purebred dog breeders are not the problem; rather, animal rescues are perpetrating a cycle of relinquishment, using marketing tactics to create a demand for rescue dogs, and then sourcing top-dollar dogs unethically to resell or fundraise on for a profit.
