The joke is, Person A says "It smells like updog." (updog is a made up word). Person B doesn't know the meaning of "updog", so he asks "What's updog?" Person A has tricked person B into saying "What's up dawg?" in a casual slangy way. It is the trick that is the joke. Definitely used if you have not seen someone for a day or two, for example: over the weekend. You also use it when approaching someone before making a request. This has the effect of breaking the ice before requesting something. In general, 'How are you?' is a ritual greeting more than an actual question.

All of this has culminated in the need for a branch of government to fulfill several rolls

  1. Maintain the discipline and loyalty of the Central African army, someone who can sit behind our lines and watch over the central African soldiers, make sure there are no attempts at going AWOL or disobeying orders given to them by their commanding officers.
  2. Maintain the safety of the populace, to replace the national police force as the primary national law enforcement apparatus
  3. Protect the lives of President for Life Bokassa and his family and fellow state workers.
  4. Protect the country against espionage and foreign state actors infiltrating our government.
Thus the Birth of the Presidential Guard has come to be
The Guard Rises
Propping up a new agency within the central African government the presidential guard will take the most loyal members of the old national police force, as well begin recruiting countrymen from the central african nation to join. Focusing on loyalty to the regime and belief in Bokassa above all else the presidential guard will essentially report directly to Bokassa and serve as his iron fist to maintain control of the central african state.
Once brought into the guard members will receive strong propaganda & mild brainwashing to further enhance their support of the state and Bokassa.
As well to make this a coveted job that further brings loyalty to it, members of the presidential guard will receive an annual wage 50% above that of the normal national wage for a central african so as to make sure they stay fully loyal to Bokassa.
The Outer Guard Vs the Inner Guard
When it comes to the Presidential Guard it’ll be separated into two sections the Outer guard which will be some 2,100 guardsmen, their responsibility is to maintain law and order of the country, protect President Bokassa, and serve as enforcers throughout the state whenever necessary.
On the other hand, the Inner Guard will be the secret police of the country, working to counteract possible espionage against the state or track down dissenters to the regime or people planning coups & or assassinations against Bokassa and his partners. As well in regards to the military the inner guard will be attached to army formations and has permission to execute any soldiers who disobey direct orders or attempt to go awol when given orders.
To add to this soldiers will be further made aware that should they show any disloyalty to the state their families could be at jeopardy from either best case scenario being thrown in jail by the outer guard or worst case scenario if the inner guard gets to them first… well you don’t want to know what happens if the inner guard gets to them first.
Training will come from assistance from Japanese foreign advisors & French Foreign advisors on how to setup a national Police force for training the outer guard while the inner guard will be trained using any known & recorded tactics from the Stasi, Cia, KGB, & Gestapo
While lacking practical trainers they will do their best to begin working toward being able to combat intelligence & infiltration issues against the state.

I'm absolutely exhausted. She has plenty of food/water, access to clean litter tray. We play with her before bedtime, I'm completely lost at what else to do. She never wants to go outside and if we manage to get her out, she just cries at the door constantly. She's up from around 4:30 every morning constantly crying and tearing at the carpet. . All I can find is that it's just an old cat thing, she's turning 15 soon. Any help/advice more than appreciated.

Hi, I'm working on a horror story set in Central Asia. My protagonist starts his journey with a visit to the Darvaza gas crater. While reading up on the visa process, I noticed that the foreign visitor numbers for Turkmenistan before 1999 were a lot higher than in the 2000s (300k in 1998 dropping to 5 - 6k). What I can't find is a clear answer why that is.
Was is easier to get a tourist visa at the time? Did tourists need the letter of invitation and a travel agency/guide back then or is that a more recent thing? Were there (other) restrictions for tourists?

So I've had long covid for around 6 months with my main symptom being fatigue. It has gotten a lot better recently (probably due to finishing high school) but I still get very tired after being physically/socially active for a couple of hours. This means that I can't get a part-time job as many other people my age do. I do however get paid for dog sitting that I do with my mum, which I am happy with. So my mum told my neighbour how dog sitting is our side hustle, but I mentioned that it is my main hustle. My neighbour then told me to get a job, so that dog sitting is my side income. I tried to explain how I have long covid and can't get a job, which she completely brushed off without any sympathy whatsoever. This lady thinks she knows everything when it comes to health matters, but she doesn't!!!! She told me how her daughter has had long covid for years and is still doing her PhD. But one of the reasons why I don't want to get a job is because I don't want long covid to go on that long (my physiologist says that he thinks I can 'beat' it within a year or two). Also maybe her daughter has had long covid for so long is because she's doing a full time PhD???? I don't know though, I'm not a doctor lol. But living with your parents during uni (or until you're around 25) is super normal in my country, and I still make some money via dog sitting, so I'm not completely reliant on my mum. Like I don't NEED to get a job. If my living situation was different, that wouldn't be the case. UHHH I'm just really annoyed with my neighbour. Feeling disrespected and kinda like I'm gonna cry :(
