Constant Quality achieved via constant Qp will lead to variable bitrate, correct? Then why do all encoders offer this different mode? What's different between CQ and VBR settings?

I hate how some American Christians see themselves as Christians in the Roman era; undermined, oppressed, etc It just baffles me how people can feel like victims when they live in a society where their values are at the core of the country. It's so annoying because there are actual Christians, in the Middle East, Pakistan, etc who are being oppressed. Being accustomed to privilege makes equality feel like oppression. Thoughts?

Hello! So I've been loving the 1999 stuff tremendously! Which meant that I was super excited to rank up and gain chemistry really fast when I first started. I didn't look into anything ahead of time as I didn't want anything spoiled. I like being able to learn more about the Hex through the KIM system only to see that I must have gone through it a bit fast and missed a ton of dialogue (which really sucks)! I thought maybe I would get the close dialogue even though I had hit Best Friend, but sadly it seems not. I'm not normally one to want to reset what I've done, but I'm honestly considering it once the rest comes around. However, I'm not sure the best way to go about it, as I already have the maxed syndicate standing. I've seen that the different chemistry ranks were locked behind the standing after I finished, and I'm now worried that even if I reset, I'll still miss out on a ton of stuff. I know there are flow charts to look at but would really just like to experience it in-game. Do you think it would still work if I just used the KIM system, with no gifts and no bounties? I know I still won't see everything and have every conversation, but more than what I got the first time around would be great! Thanks!

Didn't play anyone lower than 93 OVR during regular season/playoffs. Just to lose to a 88 OVR (I'm 95) who had Houser as is QB, HunteLynch as RB and Stewart/Suggs as ends.
No cheesy plays. Just couldn't tackle his running backs and they had multiple 50 yard runs due to multiple missed tackles.
Sacked by him >4 times. My OL not stopping anything. Fumbled by Cook (sack) and Bush (got pushed down and ball literally flew out lol) as well as a kickoff return fumble. Two picks, one pick six. His CBs breaking on the ball faster than my Johnson or Igbi ever could. His 85 speed MLB Lefau chasing down Bush with 10 yards of separation.
Had to look up Houser because I thought it might have been a 95/96 card I hadn't heard about. Dude was dropping dimes.
I ran a kickoff back, and had two long methodical drives. Dude would do HB slam and get 50 straight up the gut. He literally had 175 yards rushing in the first half.
I quit 35-21 in the 4th after my Greathouse dropped a wide open out route pass on 4th and 2. The dude literally usered the cornerback and went after someone way away. Would have been green grass for TD.
I played squads with my buddy who is 91 OVR and we were having a blast playing close games and lost in second round of playoffs. That's fine. Getting cheated out of an 'easy' W by DDA is not.
