This might be a long one, any advice is appreciated.
I (30f) live with my wonderful partner and dogs, we're as happy as can be in our own little world.
My blood family however are disfunctional and always have been. My mum, sister and dad have lived in their rented home for the last few years after the family home was repossessed. The repo was a huge shock to everyone, no one saw it coming. Dad is very, old school, I guess? Work's cash in hand and gives wages to my mum for house upkeep. Everyone was under the impression that mum was paying the mortgage (deeds to the home were in her and her ex's name, my bio dad), she works full time too and has done for years. Theres a lot of uncertainty but long story short, the mortgage wasn't getting paid, mum was mad depressed and sort of stuck her head in the sand, didn't open letters etc so the repo genuinely took the wind out of everyone (I actually thought it was paid off).
Trouble is, my mum describes herself as "a very private person" she tells no one her business, not even family. There's a lot of skeletons in her closet that I'll probably not find out about until long after she is gone.
That's the back story, now onto the issues at hand. You'd think a house repo was enough of a kick in the ass to get things in order but turns out the council tax (for rented home) has never been paid & now my sister's wages are being seized. Dad and sis trusted that mum was paying it, gave money towards it etc. No idea where the money has actually gone, mum has clear mental health issues and her immediate response to any confrontation is verbal aggression. She has a vicious tounge but she's also extremely sensitive.
The attitude she has makes communicating with her impossible. When I see my mum, she puts up this stoic/proud mask where "everything is fine" and, I'll be honest, because I know how toxic the household is and how sad/stressed she is, I let her have the respite when I see her and pretend everything is cool.
Spoke to dad about it because mum and sis are at one another's throats all the time, making the tension worse. Sis is understandably angry that her wages are being seized, mum is angry because sis isn't giving her money for rent. Dad thought mums attitude was due to going through menopause but during a very brief discussion, he said maybe my mum doesn't want to be with him, but she's not actually told him that.
It's a heartbreaking situation, everyone is sad and everyone is stressed about money, but no one wants to actually communicate with one another because it'll likely result in a screaming match where my mum feels like the villain.
I'm no Dr but she needs therapy or head meds, I've told her this (in as gentle a way as possible) and at the time she agreed but I think this was only because she was living in my house at the time (due to repo).
I want everyone to be happy or at the very least not miserable, but how do I go about this when no one wants to talk about it? What tf can I actually do?
It's easy for me to dissociate from the situation because it's not directly impacting me or my home life, but as toxic as they are, they're my family, I love them and I don't want them to live like this, I know they don't want to live like this either.
Has anyone ever been in a similar situation? Does anyone have any advice? I am truly at a loss and can only see things getting much worse. I dread the thought of the bills not getting paid and them being homeless again, I have fears that one of them might just fucking off themselves to be entirely honest. I'm just scared for their future and I don't know what to do.

A warning for anyone who has or is thinking of getting an Amazon renewed quest. I ordered the 3 512GB, everything arrived looking and working perfectly. Added the device to the meta app, it showed up in there as the 512GB version, the box said 512GB. It wasn’t until a few days later I went to check how much storage I had used where I saw my device only has 128GB of storage. After digging a bit further I found the serial numbers on the device, the box and what shows on the meta app do not match. Meta customer service has confirmed based the serial number on the device I have the S3A (128GB version of the 3) and is not the result of a software issue. Amazon is accepting the return after a bit of a fight but is trying to charge me for shipping!
