So im thinking of upgrading my 12900k to a 9800x3d soon. by soon i mean summer when 5090's are back in stock. LOL.
so i currently rock a arctic 3 water cooled for my CPU and have zero complaints. yet its allways a worry that the pump will just die on me.
so i was considering when i go to the 9800x3d to go AIR I mean its unlikly the metal fin stacks and pipes will go off, and if fans die, its a unclip and replace. simples.
So: Any recommendations for TOP TIER air cooliers? Price really is not a concern, just looking for an air coolier which you know... cools, and does not sound like a jet fighter. My biggest concern is the noise, as evne on full load, my current cpu coolier is super quiet.
Advice from people who acctualyl know? as i fucking dont.

Buongiorno. Eccomi di nuovo con una questione di principio che mi tiro dietro da mesi.
Se ricorderete, in passato avevo accennato che il difensore civico della mia regione (non chiedete quale, non voglio rischiare cause per diffamazione o cose simili) ha un altro lavoro nonostante la legge regionale che norma la sua figura dica che non può avere altri lavori.
Per questa situazione, dopo mesi di tira e molla col Consiglio Regionale, a seguito di diffida in cui si avverte che si farà esposto in procura per omissione di atti d'ufficio in assenza di avvio delle procedure di decadenza, un consigliere regionale ha depositato una proposta di legge che è stata approvata poco più di una settimana dopo.
Questa proposta di legge è un'interpretazione autentica della legge che regola il difensore civico che era stata approvata circa 40 anni fa e dice che l'incompatibilità indicata nella legge è da intendersi solo nei casi di effettivo conflitto di interessi.
Nella relazione illustrativa dicono che questa interpretazione è coerente col mutato contesto storico e normativo e, a sostegno aggiungono anche che, siccome circa un decennio fa era stata approvata una legge che riduceva la sua indennità, allora per il legislatore era sottintesa un'apertura ad altri lavori salvo i casi di effettivo conflitto di interessi.
Penso che, dando per buone le intenzioni esposte, visto che le leggi di interpretazione autentica hanno effetto retroattivo, questa legge serva giusto a sanare ex tunc una dimenticanza del Consiglio Regionale, che avrebbe dovuto provvedere a fare una legge che modificava esplicitamente il comma interessato della vecchia legge prima di procedere all'elezione del difensore civico (e, magari, anche ad assolvere il difensore civico da eventuali contestazioni per presunta falsa attestazione, visto che nella domanda di candidatura aveva dichiarato che non vi erano situazioni di incompatibilità).
Ho provato a sentire un avvocato per vedere se era possibile fare un ricorso al TAR per contestare l'inadempimento alla richiesta di avvio delle procedure di decadenza, ponendo questione di legittimità costituzionale per la legge di interpretazione autentica, ma mi è stato risposto che non è possibile ricorrere al TAR senza avere un interesse legittimo (nel senso che la cosa non tocca personalmente qualche mio diritto, quindi dalla decadenza del difensore civico non trarrei alcun beneficio, quindi non sarei legittimato a ricorrere).
Cercando online, effettivamente sembra avere ragione. Dato ciò, è possibile legittimare il ricorso sulla base di qualche interesse pubblico o, in alternativa, rivolgersi a qualche altro tipo di tribunale/garante/qualcosa?
